The utility refunds stem from California's Cap-and-Invest Program, administered by the state Air Resources Board, which obligates major industrial carbon polluters to acquire emission allowances. Eligible residential consumers of San Diego Gas & Electric, Southern California Edison, and Pacific Gas and Electric Company are seeing typical reductions of roughly $75 on their statements, with funds credited directly without requiring a formal application.
In Saratoga, a Santa Clara County community of approximately 30,000 residents in the Silicon Valley foothills, eligible residential electricity customers served by Pacific Gas and Electric Company will observe the deductions applied automatically to their seasonal energy bills without filing paperwork.
State leadership announced the payment schedule during Climate Week NYC, pointing to state legislation approved last year that reorganized the timing of the assistance to counter elevated summer energy consumption. Governor Gavin Newsom defended the policy framework while speaking with participants in New York.
