Gavin Newsom signed a comprehensive suite of firearm safety measures on Saturday, enacting new statewide statutes aimed at strengthening weapon surrender procedures, expanding voluntary secure storage initiatives, and curbing the proliferation of emerging untraceable firearms.
The ten measures approved by the governor address several regulatory areas across California's judicial and law enforcement systems. Assembly Bill 1753 and Assembly Bill 1974 formalize revised court procedures for gun-related protective orders and establish voluntary firearm storage frameworks. Other bills in the legislative package, including Assembly Bill 2047, introduce standards addressing three-dimensional printing technology intended to manufacture unauthorized firearms, while measures such as Senate Bill 948 update rules governing firearm safety certificates.

"Today’s laws continue that work – using data, prevention and proven tools to help keep firearms out of dangerous situations and support communities affected by violence."
The legislative actions follow broader statewide violence prevention efforts coordinated by Cal OES, including its public education initiatives surrounding gun violence restraining orders. State data released alongside the bill signings indicated that California courts issued restraining orders against 1,727 individuals in 2024 who were determined to pose a significant risk of firearm violence. Administration officials also noted that law enforcement agencies recovered 17% fewer unserialized ghost guns as crime weapons in 2025 relative to the previous twelve months.
