Saratoga Neighbor San Jose Leads Government AI Push, Training 1,000th Employee

San Jose has trained its 1,000th city employee on artificial intelligence tools, with a goal of reaching 2,500 workers by June 2027, as the capital of Silicon Valley positions itself to lead responsible government AI adoption.

SAN JOSE, California — San Jose has reached a major milestone in its push to become a national leader in government artificial intelligence, training its 1,000th city employee on AI tools with a goal of reaching 2,500 workers — roughly 30 percent of the city's workforce — by June 2027.\n\n"We've documented tens of thousands of hours of time saved. What's exciting is that rather than replacing labor, we're able to shift people's time to addressing the most critical problems," Mayor Matt Mahan said.\n\nThe city operates with one of the leanest municipal workforces among major California cities, with just one employee for every 111 residents, compared to one per 20 in San Francisco and one per 69 in Oakland. With a recently approved budget that cut $50 million — largely by tapping reserves and eliminating mostly vacant positions — efficiency gains from AI are seen as essential to maintaining public services without mass layoffs.\n\n"As the Capital of Silicon Valley, San Jose has a responsibility to lead on artificial intelligence in a way that benefits residents and prepares our workforce for the future," said City Manager Jennifer Maguire.\n\nThe program uses a train-the-trainer model, equipping employees to bring AI skills back to their departments. Each custom-built AI assistant developed through the program is saving staff 100 hours or more per year, according to the city. AI tools have already been deployed to keep fire trucks stocked and ready, and to speed up 311 non-emergency response times for issues including graffiti and illegal dumping.\n\nSan Jose co-founded the GovAI Coalition in 2023, a nonprofit helping public agencies nationwide adopt AI responsibly. The city is also home to numerous AI startups and sits near industry giants OpenAI and Anthropic, placing it at the center of the technology's development and deployment.

Saratoga, located in Silicon Valley approximately 50 miles south of San Francisco, is an affluent residential community of about 31,000 residents where many commute to major tech employers including Apple, Netflix, and Google.
